Abstract
Introduction. There are lively discussions about the mechanisms and principles of organizing and conducting of gambling business and sports gambling in modern Ukrainian society. The species composition of the gambling business, the territories of its location, legislative and tax regulation are widely discussed. The peculiarities of gambling business and sports gambling development in different countries and regions of the world are explored. The creation of gambling business world market as well as organization of legal, safe and legally regulated establishments that provide gambling services become more urgent in our time. The aim of the study. That is why the aim of this article is to analyze the peculiarities of gambling business and sports gambling development strategies in Ukraine. Research materials and methods. The main investigation methods of this study are: the method of descriptive analysis, literary reference analysis, analytical method as well as scientific synthesis. The results. The peculiarities of gambling business and sports gambling development in Ukraine are revealed. The essence of sports gambling and gambling in general is established. The peculiarities of gambling business and sports gambling world market are explored. The peculiarities of gambling business and sports gambling regulation in Ukraine based on the world experience are revealed. The economic and legal aspects of gambling business and sports gambling development in Ukraine are discovered. Licensing, certification and legalization mechanisms of gambling business and sports gambling development in our country based of their decriminalization and state regulation are proposed. Conclusion. The development of the gambling business and sports gambling in Ukraine is a natural phenomenon. However, gambling business begins to grow with criminal elements, prohibited techniques and forms of play, the spread of fraud and crime without clear legalization, government control, clear and transparent regulation, licensing and certification. Effective legislative initiatives developed to legalize various structures of gambling business (including extraterritorial and electronic ones) as well as developed to direct them under government control can eliminate the negative aspects of gambling business and sports gambling in Ukraine only. Prospects for further research. Many authors are interested in the problems of legal and transparent functioning of gambling establishments and sports gambling. In our time, a thorough scientific work by S. G. Osyka (2013) was published, dedicated to the role of the state in the organization and conduct of gambling. In addition, modern financial, economic, legal and managerial aspects of the development of the gambling business are revealed in the works of O. Germanova (2013), G. Kalachova (2019), N. Nepravska (2015), N. Kapitanenko (2010), V. Kaganov ( 2017), Z. Toporetska (2022). Abroad, a significant number of scientific works devoted to sports gambling are published by contributors to the journal «Journal of Gambling Studies», which is part of the Scopus scientific database. Among them: Eliana Gabellini, Fabio Lucchini, Maria Helena Gattoni (2023), Anu Sirola, Jussi Narhiren, Teri-Anna Wilska (2023). However, a comprehensive scientific analysis of the peculiarities of the conduct and development strategy of the gambling business in Ukraine in the light of the adoption of the draft law on the legalization of gambling and a significant public order for their conduct has not yet been carried out in detail
