Abstract
Introduction. Relevance of the research. The legislation of Ukraine is dynamic reacts to changing living conditions and needs of society, that is why they occur constitutional, administrative and municipal reforms. Implementation of these reforms covered a number of urgent issues, among which it is necessary highlight the issues of effective management in the physical system culture and sports, healthcare and education. At this time it is relevant to search and to create an effective constitutional-legal model regulation of citizens' right to health. This corresponds to international and European standards and is implemented by the system (intersectoral) approach state support for the purpose of raising quality of life and population’s physical and mental health level The aim of the research: based on the normative legal acts analysis, which reflect the constitutional and legal regulation of the physical culture and sports sphere in Ukraine, to identify the main problems of the issue in state support area of citizens' right to health. Research methods. We were used general scientific methods, such as theoretical analysis and generalization materials of scientific and methodical literature, dialectical, formal logical (analysis and synthesis, induction and deduction), systemic and structural, as well as special legal methods, in particular comparative legal and formal and legal in preparing the article. Results and conclusions. Regulatory and legal acts in Ukraine, which regulate physical activity issues are accepted chaotically, that makes it impossible the existence a full-fledged legal mechanism implementation. In Ukraine, there is a need to develop a fundamental and comprehensive state concept and programs for the physical activity development, which should embody the progressive achievements of the world community this social direction and transform outdated understanding social importance of physical culture for the nation health
