Abstract
Introduction. This article describes the prerequisites for elaborating a complex model of educational transformations, its context, structure, and control tools for forming the professional competence of physical education teachers and key competences of pupils according to the requirements of the educational reform "New Ukrainian School" (NUS). The attention is centered on the necessity to develop a complex approach to implementing educational changes. The goal of the research was to determine the conditions and elaborate a complex model for implementing educational reforms as foreseen by the educational reform "New Ukrainian School" into physical education. Results of the research. It was determined that as of today, we have objective reasons to develop such a model: the implementation of the new standard for the educational branch "Physical Education" in grades 5–9 and competence teaching in physical education; a new system for increasing the qualifications of pedagogues; the program of the President of Ukraine, "Healthy Ukraine," and the realization of programs such as "Active Parks" and "Sport Area" that require a high level of awareness of the context of innovations declared in the aforementioned events. The elaborated complex model for the implementation of educational transformations consists of four mutually connected blocks: goals, methods, content processing, and result evaluation. Each of these blocks has plenty of specifics and approaches to forming professional competences for physical education teachers and key competencies for students in general and higher educational establishments. Special courses are introduced into the model for specialists in physical education (current and future) to impart knowledge about the content of NUS standards, an understanding of planning the educational process in the conditions of educational changes and innovations and evaluating the academic achievements of students. It is suggested for pupils to use methodical approaches and pedagogic situations for forming key competences of NUS through physical education tools. Conclusions: The modern stage of development in physical education is characterized by significant educational transformations related to the implementation of the New Ukrainian School, the President's program "Healthy Ukraine," and the projects "Active Parks" and "Sport Area," along with the need to enhance the professional competence of physical education teachers in general educational establishments
